Spencer A. Hoyt
President and Founder


Spencer A. Hoyt brings over 25 years experience in health care to SDVOSB-Medical as its President and Founder. This experience includes executive leadership and national account management within a $20 billion complex matrix organization, regional management with a small manufacturer of capital equipment, software sales and clinically based sales to the federal health care markets. Mr Hoyt is directly responsible for over $500 million in career sales over the past 19 years.

During his 13 years' service in the U.S. Military, Mr Hoyt served in the U.S. Navy, U.S. Air Force and U.S. Army. He served in combat during Desert Storm and as a Medical Service Corps Officer in a logistics capacity. He understands the needs of the patient, the provider and administrative staff throughout federal health care facilities.

Dr. Richard Mena has over 20 years in health care as a physician. Dr. Mena attended medical school at the Universidad Autonoma de Santo Domingo. He has a Certificate in Clinical Trials Management from The University of Chicago and completed undergraduate work at Tulane University.

Dr. Mena's experience with clinical trial development, design and management has resulted in numerous successful clinical trial outcomes. He has served in national advisory roles for fortune one hundred health care companies. As an executive, Dr. Mena founded a firm that conducted evidence based research.

Attorney Koprince is a subject matter expert with the Federal Acquisition Regulations (FAR) and is on retainer for SDVOSB-Medical, A Tosa Trio LLC.

Steven has successfully represented small government contractors in GAO bid protests, SBA OHA size protests and appeals, 8(a) and service-disabled veteran-owned small business eligibility challenges, and many other government contracting matters. Mr. Vincz brings extensive experience in health care sales with a background in medical devices, orthopedics including spinal sales, wound care biologics and pain management compounding pharmaceuticals among many health care products. He is a subject matter expert in specialty channel distribution, sales development and sales training. Mr. Vincz has a Baccalaureate of Arts in Communication from Monmouth College, Long Branch NJ.
